Another Useless item

 SHINNING bait does not have a 100% coupon catch rate.STARLIGHT bait , which is given after 1,2,3 and 4 hours you have logged on . Seems to be 100% .  Kang Tae Gong's bait , which is an IM item , seems to be 100% catch rate ?i think . lol. 

Got this Scroll while afk fishing.Not sure which bait landed this scroll thou.
